Years after the death of Harvey Dent, Batman had gone through an eight-year hiatius when he takes the blame for his death and murders. Now, the city launch the Dent Act in honor of the late Harvey, which criminals are put into sentence without parole.

Somewhere around an airfield, three prisoners in hoods and handcuffed are transported to a CIA agent and some soldiers waiting for the arrival. Among them, Dr. Leonid Pavel. One of the transporters, Barsad, reveals to the agent that the prisoners has information about the terrorist Bane. Soon, while in mid-air of the aircraft, the agent is interrogating the prisoners. One of the prisoners reveals himself as Bane, who says that getting captured was part of his plan and wants to know what Pavel told the government. Then, Bane's men arrives from a cargo plane, extracting Pavel and killing soldiers onboard. He calms down a panicking Pavel before detonating the fuselage of the aircraft into the ground.

Later, at the function of the anniversary of Dent's death, James Gordon gives a speech about Harvey but when he is about to admit his conspiracy, he reconsiders due to feeling guilty of covering Harvey's crimes. Selina Kyle, disguised as a waitress, breaks into Bruce's room and steals from him, where the latter comes in as he notices her before she escapes. She then hands a file obtaining Bruce's fingerprints to Phillip Stryver, an assistant of Bruce's rival in business John Daggett in exchange of receiving a clean criminal record to bankrupt Bruce.

Gordon, alongside a rookie police officer John Blake, leads an investigation to find Stryver and to a pursuit. However, during confiding into the sewers, Gordon is knocked unconscious. He is then dragged by two assailants where Bane is waiting. He asks the two why they are present, killing one of them. He retrieves the speech from Gordon. Gordon manages to escape, but is shot when Bane's men fires at him. Bane then shoots the other man dead in order to track down of the other.
